James Ward, also known by the pseudonym Rome Elliot, was an American voice actor recognized for his extensive work in animation and video games. He was born James Kevin Ward on May 19, 1959. In the world of anime, Ward is known for his role as Mickey Simon in the series Area 88, performed under the name Rome Elliot for the Central Park Media dub. In addition to Area 88, his anime voice credits include Mitsunori Kugayama in Genshiken, Eiri Yuki in Gravitation, as well as roles in Yojimbo of the Wind and Gokudo. He also contributed additional voices to English dubs of Studio Ghibli films such as Spirited Away and Porco Rosso.

Beyond his work in anime, Ward had a prolific career in Western animation. He was best known for his long-running roles on Nickelodeon's The Fairly OddParents, where he voiced characters including newscaster Chet Ubetcha and the larger-than-life Doug Dimmadome. He was also a staple of the Cartoon Network series Ben 10, providing the voices for alien heroes Diamondhead, XLR8, and Wildvine. His other notable television roles included Professor Charles Xavier in Wolverine and the X-Men, Bertrand in Danny Phantom, Krackus in My Life as a Teenage Robot, and Stoker in the 2006 Biker Mice from Mars series.

In video games, Ward was most famous as the voice of the egotistical superhero Captain Qwark in the Ratchet & Clank franchise, a role he played from 2002 to 2021. His other video game work included Jack Krauser in Resident Evil 4. He also appeared in numerous animated films, often providing additional voices for major studios such as Pixar and Disney, with credits in films like Mulan, Cars, Toy Story 3, Inside Out, and Despicable Me 2.

For his performance as Stoker in Biker Mice from Mars, James Ward received a Daytime Emmy Award for Outstanding Performer in an Animated Program in 2009. He passed away on December 10, 2025, at the age of 66.
