Toby Proctor is a Canadian voice, film, and television actor known primarily for his work in anime dubbing during the 1990s. He began his professional acting career on stage at the age of eight, later transitioning to guest roles in Canadian television series and U.S. feature films. Growing up in a family involved in the entertainment industry, with his mother being an actress, director, and choreographer and his father a radio announcer, Proctor was exposed to performance from an early age.

Proctor is most notably recognized as the voice of Darien, Prince Darien, and his heroic alter ego Tuxedo Mask, as well as the Moonlight Knight, in the original English-language dub of the iconic anime series Sailor Moon. He took over the role from actor Rino Romano starting with episode 12 and voiced the character for 54 episodes spanning the first two seasons of the series, which includes the Sailor Moon R story arc. At the time he was cast, Proctor was 21 years old, and this marked his first professional voice acting role. He has described the experience as challenging due to personal hurdles with script reading and memorization, a skill he worked to improve during his time on the show.

Beyond Sailor Moon, Proctor's anime voice credits include the role of Copycat Ken in another classic series, Ranma ½. His work in animation also extends to non-Japanese productions, where he voiced the title character Alex Flash Gordon in the 1996 animated series Flash Gordon. In live-action television, he played the role of Tackleberry in the Warner Brothers series Police Academy. Other television credits include appearances on shows such as Heroes Reborn, Lost Girl, Reign, Nikita, Earth: Final Conflict, and Animorphs.

Proctor has been a guest of honor at various fan conventions, where he participates in panels and discussions about Sailor Moon, reflecting the enduring appreciation for his work on the series. He has shared that one of his most memorable fan interactions involved a personalized phone call he made to a young girl on her birthday in character as Tuxedo Mask, arranged through his agency, and meeting her again years later at a convention when she was an adult. He has worked in the entertainment industry for over thirty years and has also spent time working behind the scenes in casting.
