In 1962, he moved to West Berlin, where he performed on stage at various venues over the following decade, including the Staatliche Schauspielbühnen and the Grips-Theater.

Langer began working as a radio and voice actor as early as 1962, and by the start of the 1970s, he had shifted his primary focus to dubbing. In addition to his voice work, he has also served as a dubbing director and dialogue writer, notably directing episodes for the German version of The X-Files.

His distinctive voice has been featured as the German dubbed voice for numerous international stars. He is particularly well-known as the German voice of Tom Selleck, beginning with the role of Thomas Magnum in the series Magnum, a part he also reprised for the RTL resynchronization. He has frequently voiced Burt Reynolds, and his voice is used in new dubs of classic Clark Gable films. Other actors he has dubbed include John Nettles as DCI Tom Barnaby in Inspector Barnaby, Sean Bean as the antagonist in GoldenEye, Michael Landon as Little Joe in Bonanza, and Robert Duvall as Tom Hagen in The Godfather. Beyond acting, he is a prolific narrator for documentaries and television series, such as the German version of Planet Earth, and has worked extensively in radio commercials and audio dramas, most notably as the voice of He-Man in the German audio play series Masters of the Universe.

In the realm of anime, Norbert Langer is known for his role in the German dub of JoJo's Bizarre Adventure. He provides the voice for George Joestar I, the father of the series protagonist Jonathan Joestar. This role stands as a key example of his work in the genre. He has also contributed to other anime titles, such as voicing Goro in the German dub of Captain Future.
