Kiyotaka Mitsugi is a Japanese actor and singer born on May 30, 1953, in Ichikawa, Chiba Prefecture. His career has centered primarily on television, particularly within the tokusatsu (special effects) and jidaigeki (period drama) genres. Mitsugi made his debut in 1967 as the protagonist Azuma Hikaru in the television series Kōsoku Esper. He also starred in the 1973 series Shirojishi Kamen and played a supporting role as the ninja Saizō in the long-running period drama Abarenbō Shōgun.

While predominantly known for live-action roles, Mitsugi has voice acting credits. He is recognized for providing the voice of the adult Jim Hawkins in the 1978-1979 anime television series Takarajima, an adaptation of Robert Louis Stevenson's novel Treasure Island. In this production, the character of Jim as a boy is voiced by Mari Shimizu.

Beyond these performances, his extensive television work includes a role as ZAT team member Nishida in Ultraman Taro, portraying Akechi Mitsuharu in NHK's Taiga drama Kunitori Monogatari, and a regular appearance in Tokusō Saizensen. Fans of the tokusatsu series Chikyuu Sentai Fiveman know him as Dr. Hoshikawa. He has also been a frequent guest actor on shows such as Ōedo Sōsamō and Zenigata Heiji. In addition to screen acting, Mitsugi has performed in stage productions and released nine single recordings as well as one album as a vocalist.
