Scott Bailey is an anime voice actor known for his work on English-language dubs of Japanese anime series, particularly during the 1990s. His most recognized role is Toshiyuki Aoshima in the original video animation adaptation of the romantic comedy series Oh My Goddess!. In that series, Aoshima is a university student and playboy cousin of the character Sayoko Mishima, who repeatedly attempts to win the affection of the goddess Belldandy. Bailey provided the voice for this character in the English dub of the OVA, which was originally released from 1993 to 1994. He also contributed additional voices to the series.

Beyond his work on Oh My Goddess!, Bailey built a career voicing characters in several other prominent anime titles from the same era. His credits include the role of Detective 1 in the English version of the 1998 miniseries Kite. In the science fiction series Blue Submarine No. 6, which was released as a miniseries from 1998 to 1999, he voiced the characters Beast A and a Pilot. He also had a role in the television series Miami Guns, where he performed as Additional Voices, Yao's father, an Additional Voice, and a Driver across ten episodes in 2000. One of his earlier recurring roles was in the anime adaptation of the fighting game Virtua Fighter, which aired from 1995 to 1996. In that series, Bailey voiced the characters Ryu Kaorun, Ryu, and provided additional voices as well as a Truck Announcer over the course of 19 episodes. His work often involved taking on multiple minor character roles and additional voices in a single project. Further demonstrating this pattern, he is also credited for voice work in the series Taiho shichauzo from 1999. His career as a working actor in the industry during this period was defined by these contributions to numerous localized anime productions.
