Silvia Garcel, whose full name is Silvia Garza Ramírez, is a retired Mexican voice actress, voice director, and commercial announcer born in Mexico City on August 27, 1941. She began her career in dubbing in 1958 and prepared for her acting career at the Andrés Soler Institute, which is part of Mexico's National Association of Actors. Alongside her voice work, she studied as a private accountant and also worked professionally in radio, theater, and television.

Garcel is known for a wide range of roles in anime and animation dubbing. One of her credited performances is providing the voice for a young Tarou Misaki, also known as Tom, in the series Captain Tsubasa. Her other major anime roles include Queen Neherenia in Sailor Moon SuperS and Sailor Moon Sailor Stars, Lyn Minmay in the original Mexican Spanish dub of Robotech, Polaris Hilda in Saint Seiya: Knights of the Zodiac, Urd in Ah! My Goddess, and Madam Shijimi in Naruto Shippuden.

Beyond anime, her voice work includes the character Betty DeVille in the Rugrats franchise and the voice of Granny in various Looney Tunes productions from the 1990s through The Looney Tunes Show. Garcel is also the sister of voice actress and director Rocío Garcel and the mother of voice actress Vanessa Arvizu. She retired from voice acting in 2015 after a career spanning approximately 57 years.
