Fumiyoshi Shioya is a Japanese voice actor born on July 6, 1992, in Iwate Prefecture. He is affiliated with the talent agency Tokyo Actor's Consumer's Cooperative Society (Haikyo), having moved there from Yu-Rin Pro at the start of 2020. His path to becoming a voice actor was inspired by his high school drama club experiences and the performance of fellow voice actor Sakurai Takahiro in the game.hack//G.U.. He is a graduate of the Entertainment Media Comprehensive College and the Yokozawa Keiko Voice Actor & Narration School.

Shioya's career includes a range of roles in anime, games, and drama CDs. In television animation, he is known for playing Sora Kitamura in The Idolm@ster SideM, a role he actively pursued through multiple auditions. He also voices Riku Narita in the series XL Boss, a role specifically mentioned by the user. Other notable anime roles include Tamahiko Teshiro in Haikyu!! To The Top and its subsequent film, Haikyu!! The Dumpster Battle, as well as Lantos in Helck and Remy in Shangri-La Frontier. He also provides the voice for the character Vibrato Furutru in Midnight Voitore Boys. His work extends to video games, with roles such as Abavelo in Caravane Stories and Hiyori Futaba in REALIVE! ~Teikoku Kagurabutai~, in addition to his ongoing portrayal of Kitamura in The Idolm@ster SideM games.

Shioya has notable recurring collaborations, particularly within The Idolm@ster SideM franchise. He shares a close professional relationship with fellow voice actor Tomohito Takatsuka, with whom he was a trainee at the same agency. The two had hoped to work together on the project, a wish that was fulfilled when they were both cast. Shioya has also participated in radio programs related to the franchise, such as 315PRO Night!. Among his personal interests, he enjoys watching movies, drawing, and going for walks.

In November 2025, his agency, Haikyo, announced that Shioya would be limiting some of his professional activities. This decision was made due to exhaustion resulting from slander and the spread of false information about him on social media. The agency stated they were consulting with lawyers to take legal action against those responsible. Shioya himself communicated that he would continue to work at a reasonable pace while monitoring his health.
