Before becoming a prominent figure in Italian voice work, Palmara trained at the Accademia Nazionale di Arte Drammatica in Rome and established himself as a character actor, appearing in numerous peplum films (sword-and-sandal epics) and spaghetti westerns, often under the pseudonym Dick Palmer. As his on-screen roles became less frequent, he moved his focus entirely to dubbing, a field in which he left a significant mark both as a performer and as a director.

A close friend of filmmaker Sergio Leone, Palmara founded his own dubbing company, Sync Cinematografica, in 1967, which he led for over three decades until 2000. Through his studio, he directed the Italian dubbing for a vast number of films and television series. In the world of anime, he acted as dubbing director for several series, including King Kong, Perman, and Time Patrol Tai Otasukeman, for which he also provided the voice of the narrator and characters Sekovich and Tomomot.
