Nao Kisugi is a Japanese voice actress and singer born on March 7, 1977, in Koriyama City, Fukushima Prefecture. She is affiliated with the talent agency Fujiwara Kikaku and has the blood type O. Early in her career, she performed under the former stage name Tomoko Kojima.

One of her early notable roles includes the character Tron Bonne in the 1996 television anime series Magical Play. In 1997, she voiced Ishikawa Goemon in the anime Ganbare Goemon and appeared as Michiko in El Hazard: The Wanderers. Within the video game medium, Kisugi provided the voice for the character Yuki in the 1997 fighting game The King of Fighters '97 and reprised this role in the 1998 title The King of Fighters: Kyo.

In the 2001 animated film The Siamese - First Mission, Kisugi performed the role of Miyuki. She was also credited with the theme song performance for this movie. Her other voice work includes the role of Haruka Kato in the 1997 original video animation Hangyaku no Tenshi: The Angel of Chaos 1999 ~Mars Angel~. She also worked as key animation staff on an episode of the television series La Corda D'Oro - primo passo.
