Harakawa is best known for his role in the Transformers franchise. He provided the voice for the character Santon, a medical officer and member of the Maximals, in the 1998 anime series Beast Wars II Chō Seimeitai Transformers, also known as Transformers: Beast Wars II. He reprised this role for the 1998 theatrical film Beast Wars II Chō Seimeitai Transformers: Lio Convoy Kiki Ippatsu!, which translates to Transformers: Beast Wars II: Lio Convoy in Imminent Danger.

Beyond his work on Beast Wars II, Harakawa had a voice role in the 2002 anime series Overman King Gainer, where he played the character Perha Pei.
