Tomoharu Minamiya is a professional name used by the Japanese actor, voice actor, and singer Tomoharu Takeo, who is professionally known as Ryūsei Nakao. Born in Tokyo on February 5, 1951, he began his career as a child actor and voice performer in the mid-1960s under the name Tomoharu Minamiya. He is currently affiliated with the talent agency 81 Produce. One of the earliest credited roles under this name is the character Jun in the 1965 anime series Uchū Patrol Hopper.

As a voice actor, his vocal style is frequently associated with characters possessing high-pitched voices and sadistic or villainous personalities. Over a career spanning more than five decades, he has portrayed numerous iconic antagonists in Japanese animation. Under the stage name Ryūsei Nakao, he is best known for his long-running role as Baikinman in the children’s series Soreike! Anpanman.
