Born on February 13, 1965, in Tokyo, Japan, he began his voice acting career in 1988. He was initially affiliated with the talent agency Ken Productions before becoming a freelance voice actor in June 2007, at which time he also changed the kanji spelling of his stage name to 優希比呂 while retaining the same pronunciation.
Tsuyusaki is known for a tenor vocal range that has allowed him to portray a wide array of characters, most notably young men and boys. He is a member of the voice actor quartet Weiss, which he formed with his castmates Tomokazu Seki, Takehito Koyasu, and Shinichiro Miki from the series Weiß Kreuz. His voice work includes the role of Robert Larkin in the early 1990s anime Jeanie with the Light Brown Hair (also known as Kaze no Naka no Shoujo Kinpatsu no Jeanie).
