Joe Michaels is an American voice actor and musician, also known by the name Marlon Mann. He is the performing alias of Joseph M. Romersa, who was born in Los Angeles County, California, on July 27, 1956.

While he is recognized for his voice-over work in several Japanese anime projects, Joe Michaels has an extensive background as a songwriter, drummer, multi-instrumentalist, director, producer, and sound engineer. His music career includes working as a recording engineer and drummer on John Prine’s 1991 Grammy-winning album The Missing Years, which won Best Contemporary Folk Album, earning Romersa a Grammy for his contribution. He has also collaborated with a wide array of musicians, including Tom Petty, Bonnie Raitt, Bruce Springsteen, and Bob Dylan.

In the realm of anime, Joe Michaels is best known for providing the English voice of the character Balrog in Street Fighter II: The Animated Movie, where he is credited under the Joe Michaels name. His other notable anime voice credits include roles in Ninja Scroll, Ghost in the Shell, and Blood: The Last Vampire. Beyond anime, his acting work includes contributions to various film and television projects.
