Description
Joe Kazumi, also known as Kasumi no Joe or Joe of the Mist, is a significant ally who appears alongside the protagonist Kohtaro Minami in the series. His background is marked by tragedy and manipulation, as he was originally an ordinary human from Earth who willingly submitted to the Crisis Empire to be converted into a cyborg. This process resulted in the complete loss of his past memories, including his original name, leaving him with no recollection of his life before the transformation.

Initially, Joe is introduced as a mysterious figure who follows Kohtaro. He claims to have been captured and remodeled by the Crisis Empire, which creates a shroud of suspicion around his true intentions. This suspicion proves warranted when he comes under the control of the monster Nex-ticker and is forced to attack Kohtaro. Despite this betrayal, Kohtaro shows him great compassion and works to free him from the Empire's influence. After being injured during a fight against the enemy Bosgun, Joe recovers and ultimately regains his free will, choosing to become a loyal companion and fighter for justice against the very empire that created him.

In terms of personality, Joe is portrayed as a close and trusted friend to Kohtaro, considered to be on the same level of importance as Kohtaro's former rival and brother, Nobuhiko. His presence in the series provides Kohtaro with a full-time partner and ally in his battles. Some viewers have noted that his character brings a more energetic and enthusiastic dynamic to the hero's side, and he is one of the few characters who quickly learns of Kohtaro's secret identity as Kamen Rider RX.

He wields a pair of sai as his primary weapons and effectively uses smoke screens to disorient his opponents. Adding to his skills as a cyborg and master spy, his body is trained to perform impressive feats of escapology, such as dislocating various joints to break free from physical restraints like ropes or handcuffs.
