The Anemone Mutant's role in the story is that of an assassin sent by Gorgom's leadership, the Three High Priests. Its mission is to exploit Kamen Rider BLACK's perceived weakness, his kind heart, in order to destroy him. The confrontation takes place in a fabricated pocket dimension or a fake house, designed to isolate the hero and his allies. When the trap is sprung, the Anemone Mutant engages Kamen Rider BLACK in combat.

In terms of abilities, the Anemone Mutant is a formidable and specialized fighter. Its primary power set revolves around plant-based offensive maneuvers. It can generate and control vines to ensnare and restrain opponents, limiting their mobility. The mutant also wields razor-sharp leaves and thorns, which it can throw as projectile weapons to cut and injure from a distance. Perhaps its most dangerous skill is the ability to release a cloud of explosive pollen. This pollen is specifically noted for its dangerous interaction with Kotaro Minami, as it can ignite when exposed to the light generated during his transformation into Kamen Rider BLACK, potentially preventing him from assuming his hero form or causing an explosion. The character has no meaningful development arc, as it appears as a monster of the week and is ultimately destroyed.
