Description
The entity known as GOD Command, or the G.O.D. General Commander, serves as the enigmatic and unseen leader of the Government of Darkness for the first half of the series. This character is defined by a complete lack of a physical presence, ruling the vast evil organization solely through pre-recorded orders. These messages are hidden inside ordinary objects, which are then delivered to subordinates and promptly self-destruct after being played, ensuring the commander remains a ghost-like figure whose true identity is never visually disclosed during this initial period.

The personality of the GOD Command is one of cold, calculated ruthlessness. Viewing every member of the organization as expendable, the commander demonstrates a willingness to sacrifice even high-ranking officers for strategic advantage. Notably, after the defeat of the powerful Apollo Geist, the commander orders his resurrection despite imposing a strict, limited lifespan on the revived agent, treating him as a disposable tool meant to destroy the enemy. The primary motivation is the classic goal of world domination and the destruction of any opposition, specifically targeting the scientist Keitaro Jin and his son, who becomes Kamen Rider X, for their interference.

In the narrative, the G.O.D. General Commander functions as the primary antagonist, orchestrating the entire conflict that leads to the creation of the hero. It is the commander's order to eliminate Keitaro Jin that results in Jin converting his dying son into Kamen Rider X. The role evolves in the series' final episodes, where the commander is revealed to be none other than the deranged scientist Dr. Norroy. A former friend of the hero's father, Dr. Norroy is the true dark side of GOD, who has fused his own body with the giant robot known as King Dark, effectively becoming the mechanical menace.
