He was born on November 7, 1930, in Osaka, Japan, and was affiliated with the talent management firm Aoni Production. His career began in the 1950s, with early experience in theatre companies such as the Asahi Broadcasting Corporation Drama Company and Theatre Echo before focusing on voice acting.

Saka possessed a distinctive low and husky voice, which made him a natural fit for authoritative and elderly characters.
