Description
Governor Maisaka stands as the central antagonist throughout the Angel Cop OVA series. As Governor of Tokyo, he commands Japan's police, military, and the Special Security Force. Physically, he appears as an older male politician with grey hair, brown eyes, and a mustache.
Maisaka orchestrates a conspiracy, creating the Red May terrorist group to destabilize Japan's economy and justify extreme measures. Simultaneously, he employs three psychically enhanced individuals, the Hunters, to eliminate Red May members and cover evidence. His ultimate scheme, the "H-file," aims to legally permit dumping American-produced nuclear waste in Hokkaido. He colludes with American financiers described as Jewish investors, who allegedly hold significant shares in a Japanese power company and influence U.S. foreign policy. Maisaka justifies this as necessary subservience to American interests to prevent Japan from becoming a nuclear wasteland.
When the Special Security Force uncovers the H-file evidence, Maisaka orders their destruction, deploying the Hunters and Japanese Special Forces against them. He manipulates Tachihara, head of Red May, as a pawn until the Hunters eliminate him once his usefulness ends.
Maisaka operates through Tokawa, his loyal subordinate acting as body double and enforcer. In the final confrontation, Chief Taki confronts Maisaka in his office, shooting Tokawa disguised as the Governor before being captured and tortured. After interrogation, Maisaka and Tokawa attempt a helicopter escape. Maisaka possesses a microrecorder bugged by Taki, which detonates mid-flight, destroying the helicopter and killing both men.
