Description
The figure known as the leader of the Garanda Empire is actually two distinct individuals: a decoy publicly presented as the emperor and the true, secret mastermind behind both the Garanda Empire and its predecessor organization, Geddon. The public face of the empire is Great Emperor Zero, who first introduces himself as the ruler and takes command following the destruction of the Ten-Faced Demon Gorgos. This Emperor Zero claims descent from the ancient Parthian Empire and wears a distinctive helmet adorned with flaming wing decorations, a blood-red cloak, and steel armor. He carries a powerful lance called Blue Thunder, which can fire high-voltage beams reminiscent of lightning to execute his own soldiers for failure or to negate the powers of Kamen Rider Amazon's GiGi Armlet. Despite his cruel and commanding presence, Emperor Zero is actually a body double who answers to a higher power, the being simply known as the Ruler.
The true leader is the Ruler, also called the True Great Emperor Zero, who hides his real nature beneath silvery-white robes and a triangular mask. He is the omnipotent and immortal being who claims to have controlled both the Garanda Empire and Geddon from the shadows. His primary motivation is the conquest of the world using the secrets of ancient Incan science, aiming to establish a second Parthian dynasty under his absolute control. To achieve this goal, he needs to obtain both of the mystical armlets, the GaGa Armlet and the GiGi Armlet, which together unlock this immense power.
Within the story, the Garanda Empire rises to prominence after orchestrating the downfall of Geddon, whose leader Gorgos had possessed the GaGa Armlet. The false Great Emperor Zero acts as the commander of the empire's operations on the surface, leading a campaign of large-scale terrorist attacks on Tokyo, including plans to trigger volcanic eruptions, cause massive earthquakes, and deploy devastating bombs. All the while, the true Ruler communicates with him from their underground, trap-filled base, demanding success and threatening punishment for failure. The Ruler scolds the decoy emperor for his repeated defeats and eventually demands that he confront Amazon directly.
As for character development, the Ruler remains a shadowy and secretive presence for most of his appearance, only revealing his true form after the defeat of the false Great Emperor Zero. The decoy Emperor Zero is shown to be a desperate and fearful subordinate, constantly begging for forgiveness and more power from his master. The true Ruler, upon his unmasking, exhibits an arrogant and unyielding personality, believing himself to be immortal and all-powerful. He personally engages Kamen Rider Amazon in his throne room, proving to be a formidable foe who refuses to surrender even after being grievously wounded.
In terms of abilities, the false Great Emperor Zero possesses several notable powers. He can use his spear, Blue Thunder, to fire lethal electrical attacks and nullify the power of the GiGi Armlet, rendering Amazon unable to transform.
