The character known as City Hunter is Ryo Saeba, the protagonist of the anime City Hunter. He is a private detective, a skilled combatant, and a professional "sweeper" who operates in the seedy underworld of Tokyo, primarily based in the Shinjuku district. Clients can hire him by writing the code word "XYZ" on the message board at the east exit of Shinjuku station, a method that guarantees his attention and services. His professional services range from bodyguard duty to assassination, and he is considered one of the most effective and lethal individuals in his field.

Ryo Saeba's past is steeped in tragedy and violence, which forged him into the formidable operative he becomes. As a very young child of three, he was the sole survivor of a plane crash in Central America. Orphaned and alone in a war-torn region, he was taken in by a guerrilla faction. To survive, he was forced to become a child soldier. It was during this time that he was given the name Ryo Saeba by a man named Kaibara, a guerrilla leader and medic who became his adoptive father. The trauma of this upbringing was compounded when Kaibara, desperate to win a losing battle, tricked the young Ryo into injecting himself with a powerful and dangerous psychotic drug known as PCP or Angel Dust. This transformed him into an unstoppable, frenzied warrior, and under its influence, he committed terrible acts, including an assault that resulted in the severe injury of a close comrade.

Following his time in the guerrilla army, Ryo worked as a mercenary in the United States, building his reputation and refining his deadly skills. It was there he partnered with a man named Hideyuki Makimura, a former Japanese police detective. The two eventually relocated to Tokyo and officially established the City Hunter agency. However, this partnership was short-lived. After Hideyuki was killed, Ryo, driven by a promise to protect his partner's sister, took her on as his new assistant. This partner is Kaori Makimura, a woman who would become the most important figure in his life.

Ryo Saeba presents a stark duality to the world. On the job, he is a peerless professional; cold, calculating, lethally efficient, and absolutely focused on completing his mission. He possesses an unwavering moral code: he refuses to harm innocent people, especially women and children, and he dedicates himself to protecting the vulnerable. This serious, almost ruthless side is what makes him so feared and respected in the criminal underworld.

In stark contrast to his professional persona is his personal behavior. Ryo is an infamous womanizer and a self-confessed pervert. His primary personal goal seems to be pursuing beautiful women, and he spends much of his idle time trying to flirt with, seduce, or spy on his female clients or any attractive woman he encounters. He often claims he would prefer to be paid "in kind" by his female clients. This obsessive and lecherous behavior is the main source of comedy in the series, as it constantly lands him in trouble, most frequently at the hands of his own partner, Kaori, who keeps a giant, super-powered hammer specifically to punish his antics. Despite his outrageous behavior, this is often interpreted as a mask or a coping mechanism to hide the deep psychological scars left by his horrific childhood.

The core relationship of the series is between Ryo and his partner, Kaori Makimura. She is the manager, responsible for screening clients and handling the business side of City Hunter. While Ryo continually exasperates her with his relentless womanizing, she is fiercely loyal to him and acts as his conscience. Beneath the surface of their bickering and violent arguments lies a deep, unspoken romantic tension and a profound bond of trust. Over time, it becomes clear that Ryo harbors genuine feelings for Kaori, even if he rarely expresses them directly, and their partnership slowly evolves into a deeper emotional connection.

Ryo also has significant relationships with other key figures. He shares a complex history with Umibozu, a rival sweeper who is nearly his equal in skill. Once comrades, they became enemies after the Angel Dust incident, but eventually develop a rivalry marked by mutual respect and occasional cooperation. He also has a long-standing and pragmatic relationship with Saeko Nogami, a high-ranking police inspector who often uses Ryo's talents to solve cases that are beyond the law, sometimes by manipulating his weakness for attractive women.

Throughout the story, Ryo shows subtle but noticeable development. He gradually allows his walls to come down, becoming less isolated and more open to genuine human connection, particularly with Kaori. In a parallel timeline presented in the series Angel Heart, Ryo and Kaori are married before she is tragically killed, and his journey involves learning to live with his loss and forming a paternal bond with a young girl who receives Kaori's heart transplant, showcasing a much softer and more vulnerable side to his character.

Ryo Saeba's abilities are nothing short of superhuman. He is an extraordinary marksman, famed for his ability to perform the "one-hole shot," where he fires multiple rounds from his signature weapon, a Colt Python.357 Magnum revolver, through the exact same hole in a target. He is also an expert in hand-to-hand combat, possesses incredible physical agility and strength, and has honed his senses to a razor's edge, allowing him to detect a sniper's aim from a great distance. He is also a master of disguise, a skilled mimic of voices, and an expert in survival tactics, including cooking and bomb-making. His long coat conceals a hidden arsenal, including a dismantled backup revolver, explosives, and lock-picking tools.
