Risa Shindo is a student of the third year Class B from Shikanotoride and participates in the Program as Female Student number 8, where she holds the fourth position. Her background is that of a well-rounded local individual, known for achieving good grades and being well-liked by her peers, which is reflected in her role as the class president. She is also a tennis player.

In terms of personality, Risa is depicted as a popular and friendly figure within her school, primarily defined by her close, long-standing relationships. Her most significant relationship is her best friendship with Honami Totsuka, a bond that has existed since elementary school. She is also noted to be friends with fellow student Mayu Hasuda.

During the events of the Program, Risa is present when the land mine explosion kills Masakatsu Taguchi. She and several other students go to investigate the incident. Following this, she witnesses her best friend Honami's collar activate its countdown, a situation she feels powerless to prevent, and Honami subsequently dies. Risa survives the second wave of land mine explosions that kill four others after Taguchi's body triggers them.

Her role becomes more active during Mission 3: the assault. Her partner, Naoki Jo, is killed, and her own collar begins its fatal countdown. At the moment of her impending death, fellow student Maki Souda activates an electromagnetic pulse (EMB) device, which successfully disables the explosive collars, allowing Risa to survive. Following this event, she manages to escape the battlefield and ultimately survives the ordeal, making her way out of Afghanistan. Risa does not record any kills during the Program.
