Description
Colonel McDougal is a genetically and cybernetically augmented child soldier engineered by MJ-12, the rogue Pentagon unit known as the Machiner's Platoon. He possesses an adult-level intellect, amplified by military experimentation, contrasting his prepubescent albino appearance, white hair, and heterochromatic eyes (one yellow, one blue). A magnetic field psychic amplifier implanted in his brain grants formidable telekinetic abilities, allowing him to generate force fields, levitate objects, and project lethal blasts of psychic energy capable of instant death or dismemberment. His artificial eye enables technopathic interface with computer systems. Excessive use of his powers causes debilitating backlash, including excruciating pain and risk of fatal brain damage. His cybernetic systems require constant medical maintenance, and his projected lifespan is severely limited, estimated at only five additional years at the time of the Noah's Ark incident.

As a commanding officer within the Machiner's Platoon, McDougal leads operatives like bodyguards Fatman and Little Boy. He orchestrates global massacres of ARCAM Corporation agents to secure access to ancient OOPArts (Out-of-Place Artifacts). His primary objective is locating and activating Noah's Ark, an extraterrestrial vessel buried on Mount Ararat in Turkey, which he believes holds power to control Earth's ecosystem. After infiltrating the Ark, he takes hostage ARCAM scientist Dr. Meizel and assistant Margaret, forcing them to witness his activation of the Ark's systems. He interprets the alien technology as proof of his divine destiny, declaring himself a god chosen to eradicate humanity—viewed as irredeemably destructive—and repopulate Earth with new lifeforms. To fulfill this goal, he triggers the Ark's global warming function, unleashing worldwide cataclysmic tsunamis, cyclones, and ecological collapse.

During the Ark's activation, McDougal confronts Yu Ominae, an ARCAM Spriggan agent sent to stop him. Recognizing Yu's "Project COSMOS: No. 43" tattoo, he reveals Yu's past as a fellow U.S. black-ops child soldier. McDougal attempts to sway Yu by asserting their shared identity as living weapons, but Yu rejects this, affirming his humanity. Their battle culminates in Yu stabbing McDougal in the chest with a combat knife. Critically injured, McDougal unleashes a final psychic blast and activates the Ark's self-destruct sequence, creating a space-time rift. As the rift consumes the Ark, McDougal taunts Yu, revealing multiple Arks exist globally and their conflict will continue. He is fully consumed by the rift while laughing maniacally.

McDougal's personality combines a god complex, misanthropy, and genocidal ambition. He rationalizes mass extinction as a righteous reset to save Earth from human corruption. His demeanor blends calculated intellect with outbursts of megalomania, dismissing dissent as ignorance. He shows no remorse for his atrocities, and his dependence on cybernetic maintenance underscores his status as a military creation. His character arc concludes with his physical dissolution within Noah's Ark, though his final words imply his ideology persists beyond death.
