Keel Lorenz is the enigmatic chairman of the secret organization SEELE and also serves as the head of the Human Instrumentality Committee, the five-member subgroup that directly oversees NERV’s progress on the Evangelion project. Of German heritage with a silver-haired, Aryan appearance, Keel is a figure shrouded in mystery. According to early production materials for the series, his age is set at 67. His name is derived from the nautical term "keel," referring to the main structural component of a ship’s hull, combined with the surname of the Austrian biologist Konrad Lorenz, a founder of ethology.

Following the catastrophic event known as Second Impact, Keel underwent extensive cybernetic augmentation. By the year 2015, most of his body below the neck had been replaced with mechanical implants, including a significant portion of his spinal column. He wears a visor-like device over his eyes, though production materials confirm that he still retains his organic eyes beneath it. This physical transformation makes him one of the most distinct and enigmatic figures in the narrative.

As the highest authority within SEELE, Keel Lorenz is the ultimate architect of the Human Instrumentality Project, the secretive plan to forcibly evolve and merge humanity into a single, unified existence. His motivations are rooted in a dogmatic adherence to SEELE’s ancient scriptures, the Dead Sea Scrolls, which they believe prophesy the path to human evolution and godhood. He does not act as an absolute dictator but often speaks in the first-person plural, using "we" to represent the collective will of the SEELE council, which he leads. His personality is characterized by immense patience, deep calculation, and an unwavering commitment to his organization’s goals. He tolerates the deviations of Gendo Ikari, the commander of NERV, as long as they serve the common purpose of destroying the Angels, but is quick to act decisively when Gendo’s personal ambitions threaten to diverge from SEELE’s own design.

Keel’s most critical relationship is with Gendo Ikari. While they have a history of cooperation, having worked together to conceal the true nature of Second Impact from the public, their partnership is defined by mutual suspicion and an underlying power struggle. Gendo uses SEELE’s resources to build NERV and the Evangelions, but secretly pursues his own version of Instrumentality to be reunited with his late wife, Yui. Keel, in turn, monitors Gendo through the Human Instrumentality Committee and ultimately moves to supplant him when he becomes a liability, ordering the forced initiation of the Third Impact as seen in The End of Evangelion. His other notable interaction is with the Angel Kaworu Nagisa, whom he and SEELE dispatch to NERV with their own secret agenda for the initiation of Instrumentality.

The character’s development is subtle, as he remains a constant, shadowy presence throughout the series. His true nature and the extent of his cybernization are only fully revealed during the Third Impact sequence, when his organic components dissolve into LCL, leaving his mechanical implants behind. This moment underscores the extent to which he and SEELE have sought to transcend human physical limitations to achieve their goal. His notable abilities are not combative but political and strategic. He wields enormous, unseen power over the United Nations and global governments, which allows him to manipulate world events and fund the massive Evangelion project.
