Though he technically answers to the Industria High Committee, a council of elderly and largely passive scientists, Lepka gradually consolidates power and stages a coup, transforming himself into the sole dictator of Industria and the primary antagonist of the story. He is driven by an unrelenting ambition to revive the ancient solar energy technology developed by Dr. Lao, not to restore civilization but to power a massive flying fortress called the Gigant, which he intends to use to conquer whatever remains of the world.
