Description
Hoy, whose name is also spelled as Hoi, is a character who appears as the instigating antagonist in the Dragon Ball Z film Wrath of the Dragon. He is an evil wizard and represents the last surviving member of an alien race known as the Kashvar. As a people, the Kashvar were malevolent warlocks who held a deep-seated belief in their own absolute supremacy over all other forms of life in the universe.

The background of Hoy is directly tied to the history of the monster Hirudegarn. Centuries before the events of the film, the Kashvar created the monster to aid in their campaign of galactic genocide, using it to slaughter half the population of the planet Konats. After Hirudegarn was eventually defeated and sealed away inside two music boxes, Hoy dedicated himself to finding these artifacts and freeing the monster to continue his race's mission of conquest. He eventually succeeded in locating the box containing Minotia, which allowed him to release the lower half of Hirudegarn, resulting in the young warrior's death.

In terms of personality, Hoy is a master manipulator who presents a facade of a helpless, frightened old man to deceive others. Upon arriving on Earth, he fakes a suicide attempt to gain the sympathy of Great Saiyaman and Great Saiyaman 2, who are secretly Gohan and Videl. Using this guise, he spins a false story about a crisis threatening the planet, successfully tricking the Z Fighters into gathering the Dragon Balls and using the wish to free Tapion from his music box. Underneath this deceptive exterior, he possesses a fanatical and arrogant personality, holding all other beings in contempt as inferior creatures who pollute a universe he believes belongs to his kind. This overconfidence mirrors that of other villains like Babidi, as Hoy assumes he can fully control a being of immense destructive power for his own ends.

Hoy's primary motivation is the completion of his race's ancient goal: to unleash the complete Hirudegarn and use it to exterminate all other life, allowing the Kashvar to rule unchallenged. He plays the role of a puppet master, manipulating the heroes and the circumstances around him to reassemble the monster's two halves, showing little regard for anyone. His key relationships are defined by this manipulation and a desire to use others as tools. He sees Hirudegarn solely as a weapon to command, the Z Fighters as unwitting pawns to be discarded, and Tapion as an obstacle whose death is necessary to free the monster's upper half.

While Hoy does not undergo significant character development, his role in the story follows a clear arc of rising triumph followed by a harsh downfall. For most of the film, his schemes are successful; he releases Tapion, pits the heroes against each other, and eventually succeeds in fully reviving Hirudegarn. In his moment of perceived victory, he orders the monster to slaughter all humans, revealing his true nature and that he is the last of the Kashvar. However, his arrogance proves to be his undoing. When Tapion attempts a desperate final sealing of the monster, he asks Trunks to kill him. Fearing the loss of his weapon, Hoy leaps to intervene, only to be inadvertently crushed to death under the foot of the very monster he sought to control.

Hoy's notable abilities are not in direct combat, which he avoids entirely throughout the film. Instead, his talents lie in sorcery and manipulation. He possesses the magical knowledge to command Hirudegarn, at least to a certain extent, and is able to direct its rampage. His most formidable skill is his cunning and deceptive intelligence, which he uses to outwit powerful warriors like Gohan and even Goku, manipulating them into unknowingly serving his plans. He is a classic example of a scheming sorcerer whose power is derived not from physical strength, but from his control over a far greater force and his ability to deceive those around him.
