Description
Hoi is an evil wizard and the last surviving member of the Kashvar, an alien race of malevolent sorcerers who considered themselves superior to all other species. He is a central figure in the events on Earth, serving as the primary instigator of the crisis involving the rampaging monster Hirudegarn.
Hailing from the planet Konats, Hoi belongs to the Kashvar, a race that once sought to exterminate all other life in the universe. They were responsible for creating the phantom monster Hirudegarn from a statue of a demon god and unleashing it as a weapon of genocide. After Hirudegarn was defeated and sealed away, the Kashvar were hunted down. Hoi survived, becoming consumed by an obsession to revive the monster and continue his race's mission of universal domination.
In terms of appearance, Hoi is a small, hunched, and elderly-looking humanoid with blue-tinged skin, pointed ears, a crooked nose, and sharp yellow eyes. He has two distinctive long whiskers on his cheeks, which Bulma later notes made her suspect his evil intentions from the start. When he first arrives on Earth to execute his plan, he wears a disguise consisting of a tall black hat, a yellow jacket with brown stripes, a dark purple shirt and pants, and pointed shoes. Underneath this disguise, his true attire as a Kashvar is a dark blue cloak over a white shirt and pants, with a pink scarf around his neck and a red obi.
Despite his malicious nature, Hoi is physically weak and cowardly, preferring to rely on cunning and manipulation rather than direct confrontation. He is a master of deception, capable of feigning vulnerability to gain the trust of others. He successfully tricks Gohan and Videl by staging a suicide attempt, presenting himself as a frightened old man in need of help. He uses this guise to tell a partial truth about a sealed hero named Tapion and a terrible crisis threatening Earth. By doing so, he manipulates the Z Fighters into gathering the Dragon Balls and wishing for Tapion to be freed from his music box prison, which was the very thing Hoi could not accomplish on his own.
Once his plan is in motion, Hoi reveals his true, arrogant, and cruel personality. He holds all non-Kashvar life in utter contempt, referring to the people of Earth as "putrid humans" who deserve to be consumed. He is deeply proud of being the sole remnant of his race and believes he is entitled to control the universe. Hoi's sole motivation is to see Hirudegarn fully reassembled and unleashed to destroy all life, which he views as the restoration of his people's rightful terror. He is willing to sacrifice anyone, including the young hero Tapion and his brother Minotia, to achieve this goal.
As a wizard, Hoi possesses magical abilities focused on summoning and control. He is able to unleash and command the lower half of Hirudegarn, directing it to attack cities and consume human life. His magic also allows him to attempt to break the seals holding the monster's upper half. However, his control over the creature is not absolute. Hoi's ultimate fate is an ironic one; in the climax of the battle, as he gloats over his apparent victory, the fully revived Hirudegarn inadvertently crushes him under its foot. This accidental destruction mirrors the death of Minotia at the beginning of the film, marking the end of the last Kashvar.
