Description
In the 1996 film Dragon Ball: The Path to Power, which serves as a retelling of the original series, Blue is a high-ranking officer of the Red Ribbon Army who holds the title of General. He is depicted as a tall, blond-haired man with blue eyes and a muscular build, always dressed in the distinctive uniform of his rank, including a double-breasted suit and officer's cap adorned with the army's logo.
Blue's personality is defined by a potent mixture of narcissism, cruelty, and obsessive compulsive traits.
