Description
Owl is the head of the Inspection Department within the civilian organization ACCA and the direct superior of Jean Otus, the department's vice-chief. He is an adult man with short blond hair and brown eyes. His position makes him responsible for overseeing the department's work of auditing ACCA branches across the thirteen autonomous districts of the Dowa Kingdom, but because he suffers from severe motion sickness, he cannot travel comfortably by plane or train. As a result, nearly all of the department's on-site inspection trips are carried out by Jean, a delegation that becomes significant to the story as Jean's travels draw him into the political tensions of the kingdom.
In his daily routine, Owl presents himself as an unremarkable bureaucrat. He keeps to himself, regularly taking breaks to eat snacks in a separate room, and initially appears to be a minor background figure within the larger organization. Beneath this unassuming presence, however, lies a far more consequential history. In the final episode of the series it is revealed that Owl is actually Abend, a figure connected to the royal family and to Princess Schnee.
