Dr. Isaac Gilmore is a central figure in the world of the cyborgs, serving as their creator, mentor, and surrogate father. His origins are deeply tied to the very evil he later helps to fight, as he was once a scientist for the global terrorist organization known as Black Ghost. It was within this organization that he used his unparalleled expertise in cybernetics to help transform nine innocent people into the 00 Cyborgs, powerful mechanical warriors designed to be weapons of war.

Dr. Gilmore’s motivations are rooted in a profound sense of guilt and a desire for redemption. His defection from Black Ghost was not a moment of sudden heroism but a gradual awakening. He became increasingly troubled by the organization's cruelty and their disregard for human life, a crisis that came to a head when Black Ghost ignored his safety protocols, nearly causing the death of the cyborg who would become 005. Ultimately, with the aid of the infant psychic Cyborg 001, Dr. Gilmore betrayed his masters and orchestrated the cyborgs' escape, dedicating his life thereafter to atoning for his role in their suffering. He provides them not only with the technical support and maintenance they need to survive but also with a moral anchor, counseling them on their missions and helping them hold onto their humanity in the face of their mechanical bodies.
