Luiz Carlos de Moraes is a Brazilian actor and voice actor born in São Paulo on May 30, 1947. He has an extensive career in Brazilian television and film, with appearances in numerous prime-time soap operas beginning in the 1960s. Alongside his on-screen work, Moraes has built a significant body of work in dubbing, providing the Brazilian Portuguese voices for prominent international actors such as Jonathan Banks, Malcolm McDowell, Danny DeVito, and Anthony Hopkins. He is also widely recognized as the official voice for the animated characters Mr. Krabs in SpongeBob SquarePants and Peter Griffin in Family Guy.

In the realm of anime and animated feature dubbing, Moraes has voiced a variety of characters. He is the voice of Paragus in the film Dragon Ball Super: Broly, taking over the role from the previous voice actor. He voices the character Lambert in the CGI film Lupin III THE FIRST. For the Netflix crossover special Baki Hanma VS Kengan Ashura, he provided the voice for Kaku Kaioh. In the Ghost in the Shell: SAC_2045 series, Moraes voices Daisuke Aramaki.
