Description
Doctor Kabapu is the enigmatic and powerful head of the Department of City Security in the city of Fukuoka. A large man with a peculiar, helmet-like hairstyle and a prominent, detachable handlebar mustache, his very appearance makes him a figure of ridicule among his subordinates, though his authority is never to be underestimated. He is a shadowy figure of immense political influence, able to bend the city's mayor and other senior officials to his will through a combination of bribes, illicit funding, and the threat of violence, including the use of personal assassins and explosive devices. This ruthlessness is fueled by a genuine, if fanatical, desire to protect the city from all threats.

His background is steeped in mystery. The manga implies that Kabapu is extremely long-lived, and he eventually reveals himself to be a survivor of an ancient, highly advanced civilization called Solaria, which was destroyed millennia ago by its own technological hubris. His primary motivation, stemming from this catastrophe, is to seek out and destroy any remaining Solarian technology scattered across the world, preventing humanity from misusing it and causing another similar disaster. This personal quest is the driving force behind his actions and the reason he has created his organizations.

To accomplish his goals, Kabapu founded the Municipal Force Daitenzin, a sentai-style team of masked heroes, and its public front, the Department of City Security. He recruits ordinary citizens, such as Toru Watanabe, Norikuni Iwata, Daimaru Sumiyoshi, and Misaki Matsuya, into this department, forcing them to serve as his Daitenzin agents. Despite the seemingly ridiculous and nonsensical nature of the missions he assigns, his threats to dock their pay are usually sufficient to compel their obedience. He is aided in his schemes by his quiet and long-suffering assistant, Ms. Momochi, and the eccentric inventor Gojo Shioji, who creates much of the department's unreliable technology. A significant and violent history exists between Kabapu and his nemesis, Ilpalazzo, the leader of the secret ideological organization Across. The manga suggests Ilpalazzo is also a Solarian, and Kabapu sees him and his organization as the greatest remaining trace of the ancient technology he is sworn to eliminate. In the manga, Ilpalazzo even refers to Kabapu by another name, Zeex, which is presumably his real name.

Throughout the story, Kabapu's character remains consistently driven and ruthless, willing to do any dirty work, from bombings to media manipulation, to achieve his aims. While he holds immense political sway, he is portrayed as being physically weak, especially in direct confrontation with Ilpalazzo. His authority is not absolute, and his power can wane, as seen when he loses influence to Ilpalazzo’s corporate front, ILL. Despite his often-tyrannical management style and the contempt his employees hold for him, his underlying mission gives him a degree of complexity, raising questions about whether his extreme methods are justified by his goal of preventing a world-ending catastrophe.
