Isami Toma holds the position of Border's top-ranked Sniper and serves as a combatant in the A-rank Fuyushima Squad, ranked #2 among Border's teams. A tall figure, he sports black hair slicked back into a small pompadour. His personality blends arrogance with a playful, carefree nature. He openly mocks those he deems weaker, dismissing fellow sniper Narasaka's tactics: "Shooting bullets which would miss, huh? My pride as a sniper wouldn't allow that. 'It can't be helped that he sees our bullets coming.' It's 'cause you think like that you'll always be no. 2." Despite this arrogance, he readily acknowledges strong opponents and maintains a friendly demeanor. He enjoys setting personal challenges and deliberately creating difficulties for himself during combat. Initially opposing protagonist squads as a minor antagonist in the Black Trigger Retrieval Arc, his role later shifts to a supporting character. His name "Tōma" (当真) signifies "truly, indeed," and "Isami" (勇) means "brave, courageous, fierce." He likes naps, bananas, ramen, and cats.
