Kai Minamisawa is a B-rank Attacker in Border's Ikoma Squad. He possesses light skin, an average build, and distinctive green eyes. His sandy blond hair is medium-length, parted in the middle, and styled with spikes behind his ears, featuring twin locks gathered on his forehead. He wears Border's standard uniform with a vermillion jacket, black accents, and rectangular goggles typically kept around his neck.

Minamisawa exhibits a consistently cheerful and excitable personality, frequently smiling with enthusiasm. He displays a marked tendency toward recklessness in combat, often ignoring tactical advice to rush impulsively into engagements. This impulsiveness leads to repeated situations where he acknowledges mistakes with phrases like "I messed up!" after setbacks. Despite this, he demonstrates tactical adaptability when cornered, including employing deception against opponents. He expresses enjoyment of combat and maintains a laid-back demeanor during non-combat interactions, complimenting teammates or discussing casual topics.

In battle, Minamisawa specializes as a swordsman wielding Kogetsu, often favoring a one-handed grip despite the weapon's weight, reserving two-handed use for parrying or decisive strikes. His proficiency once placed him in the master class with solo points exceeding 8,000. His Trigger loadout includes Grasshopper for rapid repositioning, Bagworm for radar concealment, and Shield for versatile defense. Minamisawa's operational history begins with presumed participation in Rad extermination within Mikado City. During the B-Rank Wars, Ikoma Squad competed across multiple rounds:
* In Round Six against Ōji Squad and Tamakoma Second, Minamisawa ignored operator warnings while pursuing Yūma Kuga. After cutting Osamu Mikumo's wires and engaging Yutaka Kashio, he was defeated when Kazuki Kurauchi intervened with Salamander.
* During Round Eight against Ninomiya Squad, Tamakoma Second, and Yuba Squad, he initially mistook enemy movements as targeting him. After ambushing Yukari Obishima unsuccessfully due to Takuma Yuba's intervention, he retreated using Grasshopper. Later, he survived Hyuse's Asteroud-Escudo combination with teammate support but was ultimately eliminated by Obishima after failing to manipulate her into an alliance against Kuga.
Ikoma Squad consistently ranked in the upper tier of B-rank teams, finishing fourth overall with 34 points. Minamisawa did not participate in the Second Large-Scale Invasion due to Border's policy restricting incomplete squads.

Outside combat, Minamisawa excels at karaoke and prefers foods like hotate scallops, cheese hamburger steaks, and meat-stuffed bell peppers. His name translates to "ocean" (Kai) and "southern swamp" (Minamisawa), reflecting his origin in Mikado City, where his speech lacks the Kansai dialect used by some teammates. Kazuaki Ōji nicknames him "Kewpie," referencing a doll brand, and Border's author describes him as "Kewpie 3-Minute Bail Out" and an "oopsie-daisy Attacker," alluding to his early defeats and impulsive nature.
