He devised Qin's defensive strategy during the Coalition Invasion, abandoning outer territories to concentrate forces at Kankoku Pass. This plan, initially assessed as giving Qin only a "one in five" survival chance, succeeded due to key victories like Mou Bu's defeat of Kan Mei – a moment where Shou Hei Kun's earlier confidence in Mou Bu proved decisive. He orchestrated the annexation of Sanyou, renaming it "Tougun" and overseeing its settlement with Qin citizens. His tactical prowess was evident in the Ai rebellion, where he employed the "Hyourai" formation to overcome severe numerical disadvantages with minimal forces. During the Western Zhao invasion, he recognized the near-impenetrable fortifications engineered by Ri Boku, leading to the high-risk assault on Gyou.
