Fu Tei is a general in the Zhao military and a loyal vassal of the strategist Ri Boku. He joined the military in his early teens, rising swiftly through the ranks due to his combat talents. Starting as a 3000-man commander, he eventually attained the rank of general, commanding over 10,000 soldiers. His early life remains largely undocumented. He possesses dirty blonde hair, blue eyes, pale skin, and a distinctive scar across his right temple. His consistent appearance across military engagements features light purple commander's armor, a helmet with a feather, and a scarf concealing his nose and mouth, reportedly to protect against allergens. Fu Tei exhibits an easy-going, lighthearted personality, often joking during intense battles, contrasting with the seriousness of his comrade Kaine. He habitually refers to himself in the third person using the honorific "-sama," reflecting his self-assuredness and belief in his superiority. He harbors absolute confidence in his abilities and openly aspires to join Zhao's Three Great Heavens. A recurring trait is his flirtatious behavior towards Kaine, frequently earning comical reprimands. Despite his playful nature, he demonstrates respect for worthy adversaries, such as offering Rin Gyoku a swift death to honor his bravery at the Battle of Hika. His combat prowess centers on exceptional speed and mastery of dual blades, making him one of Zhao's finest swordsmen. He employs a baiting style that capitalizes on counterattacks and precise strikes to vital areas. During the Battle of Sai, he swiftly defeated the Hi Shin Unit commanders Ryuu Sen and Den Yuu. Opponents like Shin compared his speed and reflexes to Kyou Kai, noting he was difficult to hit despite lacking overwhelming strength. He also showcased ranged capability by killing an enemy soldier with a thrown sword to protect Ri Boku during the Battle of Gian. His abilities are rated Strength 91, Leadership 86, Intelligence 87. As a commander, Fu Tei displays competent leadership directing cavalry and infantry, executing formations like the Wedge Formation during the pincer attack on Ou Sen's headquarters at Shukai Plains. However, he relies heavily on Ri Boku for large-scale strategic direction, lacking the independent tactical insight or martial dominance for major campaigns alone. He appears in multiple Zhao military campaigns. During the Coalition Invasion Arc, he fought at the Battle of Sai, dueling Shin before being knocked unconscious and thrown from the walls. In the Western Zhao Invasion Arc, he participated in the Battle of Shukai Plains, leading a cavalry assault on Ma Kou's headquarters and later attempting to pincer Ou Sen's forces. He followed Ri Boku into exile in Seika after the Zhao Crisis Arc and fought in the Zhao's Retaliation Arc at Gian, intervening to save Ri Boku. In the Hango Campaign Arc, he ambushed A Kou and briefly clashed with Shin during the pursuit of Ri Boku. Most recently, during the Three Pillars Arc, he attended strategic meetings in Bu'An Castle, expressing reluctance about aiding Han despite acknowledging its necessity for Zhao's interests. Fu Tei is based on the historical Zhao general Fu Di, though his Kingdom portrayal includes creative liberties regarding his timeline and specific achievements.
