Description
Professor Hideki Tobishima is the owner and director of the Tobishima Pilot Team, a private aviation company that operates from a base on Akane Island in Tokyo Bay. He is a retired military pilot and a veteran of the Second World War, and he is also a capable scientist, which is why the people around him address him as Doctor or Teacher. As the head of the organization, he serves as its commander and is responsible for the base and everyone under his care.

Tobishima has a stern, austere, and quick-tempered outward manner, and he runs his organization with firm discipline. Beneath this rigid exterior, however, he is warm, loving, and deeply protective of his people. He acts as a father figure to the team, guiding the pilots and staff strictly but kindly. This relationship is most clearly seen with Joe Kaizaka, the team's ace pilot, who lost his parents at an early age and was taken in by Tobishima and raised by him. Tobishima is also highly respected and trusted by the villagers of Akane Island, who regularly turn to him for advice and leadership.

In the story, Tobishima is one of the first people to encounter the alien craft when it crashes near the island. Together with Joe, he investigates the wreck and rescues the wounded Rita, a refugee from the Gaira star who has fled to Earth. After the Gaira Empire begins its invasion, his role expands from civilian aviation chief into that of a military commander and strategist. He directs defensive operations from the base, coordinates missions, and cooperates with the national defense authorities. When the Tobishima Pilot Team's base is placed under the management of the National Security Bureau and becomes a stronghold for protecting Earth, Tobishima remains at its head, shouldering the responsibility of organizing the defense.

His key relationships are defined by his protective and parental role. He is the adoptive father and mentor to Joe, and he eventually fills a similar role for Rita, who is separated from her own father, the scientist Dr. Yan, and who finds in Tobishima a source of guidance and stability. He also oversees the other members of the base, including the veteran pilot Baku, the mechanic Ippei, and the younger staff such as Sabu and Gen, keeping an often lively and occasionally unruly group focused on their duties.

Tobishima is both a skilled pilot and a knowledgeable scientist. Although he normally commands operations from the ground, he is fully capable of flying himself, and on one occasion he boards the Groizer X in Joe's place to carry out a mission. His military experience, scientific expertise, and strategic judgment make him the anchor of the defense effort. Over the course of the story, his development follows the transformation of his organization from a peacetime flying company into a frontline military unit, with Tobishima evolving from a civilian business owner into the commander of a wartime base while retaining the same strict but caring nature that defines him as a father figure to his team.
