Recognizing a shared enemy and seeing an opportunity for revenge, Eagle forges an alliance with Geist. He provides Geist with new weaponry, including upgraded battle armor with flying capabilities, and together they launch an assault on Krauser and his fortress. His development throughout the OVA is one of a servant becoming a vengeful liberator. Initially, he is a dutiful, if reluctant, cyborg following orders from his abusive human masters. After being crippled, mistreated, and ultimately cast aside, he undergoes a shift in allegiance. He rejects the human-led hierarchy of the fortress and aligns himself with the most destructive force on the planet, Geist, in order to tear down the very system that oppressed him. His arc concludes with him facilitating Geist's rampage, achieving his own form of retribution against Krauser and the fortress personnel.

Regarding notable abilities, Eagle is a combat-capable cyborg of significant, though limited, strength. He is durable and strong enough to engage M.D. Geist in direct combat, though he is ultimately outmatched and suffers crippling injuries in the process. His primary tactic involves using his mechanical body to grapple and subdue his target. His most effective ability is his use of an electrical weapon, which he employs to overpower and incapacitate Geist after a physical struggle.
