Phila Krul Ferilo is a character in the anime Kyōryū Wakusei (Dinosaur Planet) and belongs to the Fororu, the dinosaur-human people of the story. The Fororu trace their distant origins to the small herbivorous dinosaur Leaellynasaura, and because of that ancestry they are called grass-eaters by their adversaries, the Giraghul. Their home base is located in the Antarctic region, and as a people they are known for dexterous hands and a high level of technology. Their herbivorous lineage is also associated with a high birth rate, so their population is comparatively large. Around twenty thousand years before the events of the series, the Fororu came into first contact with the Giraghul near the equator while expanding the range of their settlements. The Giraghul mistook them for unknown herbivorous dinosaurs and made them the object of hunting, and from that time onward the two peoples have existed in a state of chronic war. Among the Fororu, the highest decision-making body is the Sōshukai, a council made up of a small number of influential members; the system is open and democratic, although it also shows factional rivalry and occasional overreach by particular organs. The Fororu use a language that is expressed as high-pitched peeping sounds.

In the story, Phila Krul Ferilo is connected closely with Rei, the young dinosaur who is the ancestor of the Fororu. When the protagonist Moe returns to the dinosaur-era virtual world, the narrative describes her as being reunited with Rei and with Phila, and the group is drawn into the events of the Giraghul's Cosmic Eye plan. That plan calls for gathering the brains of specific dinosaurs to create an absolute observer able to govern the entire virtual continent and view the past freely, which would in effect allow the world to be rewritten as the Giraghul wish. Since the Giraghul had earlier tried to alter Fororu history by targeting Rei, Phila and the Fororu have a direct interest in protecting Rei and in stopping the Giraghul's ambitions. Phila appears as one of the Fororu companions of Rei and Moe during these events, and the character's place in the story is tied to the defense of the Fororu's past and future against the Giraghul. As a member of the Fororu, Phila comes from a culture whose defining strengths are manual dexterity and technical skill, qualities that set the Fororu apart from the warrior tradition of their enemies.
