Description
Heizō Hasegawa is the central protagonist of Onihei, serving as the formidable chief of the Tokugawa shogunate's Arson and Theft Control Office in Edo period Japan. Historically inspired, his position as the head of this special police force tasks him with investigating and resolving the most serious cases of arson and robbery throughout the capital. To the thieves and criminals of the underworld, he is known by a fearsome nickname, Onihei, which means Heizō the Demon or Heizō the Ogre. This moniker reflects the terror he inspires, yet his character is built upon a compelling duality: to lawbreakers he is a merciless pursuer, but he is also a deeply compassionate and fair-minded individual who shows great leniency towards those who break the law out of necessity.

Hasegawa's complex sense of justice is rooted in his own tumultuous background. He was born as the illegitimate child of his wealthy father and a courtesan, and was brought into the Hasegawa family at the age of seventeen. His stepmother, who had no children of her own, openly looked down on him and treated him with disdain, eventually forcing him to flee the family home. This rejection led him to a life as a libertine and the head of a gang of rowdy youths, earning him the street name Honjo no Tetsu, derived from his childhood name Tetsusaburō. He was a brilliant but undisciplined student of the sword, prone to wildness and a quick temper. A pivotal moment in his youth came when he met Matsuoka Jubei, an arrogant but highly skilled swordsman who became a mentor to him. Despite his respect for Jubei, Heizō was also led to the brink of a life of crime, nearly becoming a thief himself. It was only after his father's death that he inherited his birthright and chose to walk the path of a lawman, transforming from a promising delinquent into the shogunate's most dedicated officer.

In his role as chief, Heizō is both shrewd and an expert swordsman, employing a mix of direct action and strategic intelligence. He is famous for cultivating a vast network of informants, many of them reformed criminals whom he has spared and given a second chance. Former thieves like Omasa and his old friend Hikojū work as spies for him, proving that his merciful nature is also a pragmatic tool for maintaining public safety. His household is similarly a reflection of his character; he lives with his wife Hisae, his son Tatsuzō, and his adopted daughter Ojun, whom he took in after her father, a thief he apprehended, was executed. The series often explores his relationships with those around him, including the troubled youth of his son and the bitter betrayals of former apprentices, which force him to confront his own past and the moral complexities of his duty. His dedication to justice extends beyond mere arrests; he was instrumental in establishing the Ishikawajima Ninsoku Yoseba, a vocational training school for released criminals, underscoring his belief in redemption and social order. Heizō Hasegawa stands as a figure who perfectly embodies the grey areas of morality, a demon to villains but a guardian to the weak, whose own journey from a rebellious outcast to a legendary lawman informs every decision he makes.
