Description
Cassandra is a supporting character from the Republic of Chielo, a city-state known for its strong welfare system and focus on trade. She makes her first appearance during the arc centered on the political and military conflicts affecting her homeland.

Born on December 28th in Chielo, Cassandra is 25 years old. Standing at 169cm tall, she has fair skin and long black hair, which she typically keeps pulled back in a simple braid. Her clothing consists of a simple dress with long sleeves and frills, often paired with a darker poncho or a ribbon. Her expression is often composed, giving an impression of strength and elegance, though she can show intense feelings on rare occasions.

Cassandra is characterized as an intelligent, calm, and quick-thinking individual. She carries herself with a professional and formal demeanor, showing determination and pride in her decisions. One of her key traits is her courage; she has demonstrated the ability to remain resolute even when facing a hostile crowd of angry citizens. She possesses a deep understanding of military strategies and a good ability to anticipate how others think. While devoted to her home city, she is not as passionately obsessive about its ideals as her superior, sometimes showing a saddened expression when contemplating war. She is driven by a desire for peace and the happiness of people, which is reflected in her pride over Chielo's decision to accept many refugees, even when those decisions led to devastating consequences.

Professionally, Cassandra begins as the Secretary to Carvajal, the Director of Chielo. In this role, she is instrumental in managing the city's affairs, including the difficult choices surrounding the welfare of thousands of refugees who flood into Chielo to escape the advancing Balt-Rhein army. Her relationship with Director Carvajal is central to her role; she serves him loyally and shares his vision for their city. Her personal background is tied to Chielo’s history as a haven, as her own grandfather was granted asylum there, and he died grateful for the peaceful life the city allowed him to live. She is also implied to have known Carvajal since childhood.

Throughout the crisis, Cassandra remains a key figure in maintaining order. In the absence of Director Carvajal, she works alongside others, including a character named Kyros, to navigate the chaos. When Carvajal is taken by rebel citizens disillusioned by the suffering caused by the war and food shortages, Cassandra shows her resolve by attempting to locate him. After the conflict ends, following the death of Carvajal and the retreat of the Balt-Rhein army, Mahmut Pasha of the Türkiye Stratocracy determines that the citizens of Chielo are unable to govern themselves. In a moment that defines her development, Cassandra accepts this decision, showing a deep understanding and acceptance born from her grief and her pragmatic view of the situation. She subsequently takes on a new role, becoming the Kâhya Başi (a title roughly translating to Deputy Chief) of the Chielo Province, where she now reports directly to Mahmut Pasha.

While Cassandra does not display any notable physical or combat abilities, her strengths are entirely intellectual and emotional. Her most notable abilities are her sharp intellect, quick thinking, and extensive knowledge of military tactics. She also possesses significant personal courage and a capacity to make difficult political decisions in the face of overwhelming public emotion.
