Description
Leonardo Bistario Harwey is the heir to the Harwey family, which controls sixty percent of the wealth of the real world. He is the younger half brother of Julius B. Harwey, who was deemed unqualified to lead the family. From the age of three, the Harwey family invested heavily in him due to his great potential, subjecting him to repeated surgeries and a sound thaumaturgical process that burned knowledge directly into his brain. This conditioning was designed to create a perfect ruler, and as a result, he was raised with the understanding that his role was to govern humanity.
In terms of personality, Leo presents a calm and polite exterior, but he possesses an otherworldly charisma and a natural air of superiority. His upbringing has reinforced the belief that victory is all but assured to him, and he does not concern himself with subtlety or tactics, preferring to let destined outcomes unfold without question. He lacks normal human emotions, having been shaped into a superhuman figure who operates on logic and duty rather than feeling. Despite this, he retains an astounding level of kindness and empathy, though these qualities are filtered through his detached perspective. He has no self-interest or personal desire of his own, making him a figure of pure, calculated purpose.
Leo's primary motivation for participating in the Holy Grail War is to secure the Holy Grail, which he believes to be potentially dangerous to humanity. His ultimate goal is not to increase the Harwey family's power but to create a stable world where people can live safely and comfortably. He prioritizes the continued existence of humanity over the continued rule of his family. He sees that humanity will exhaust itself through endless change without solving underlying problems, and he considers it his task to search out a new path for mankind. He seeks to guarantee the next millennium of human survival, believing that if the Grail falls into the wrong hands, conflict and turmoil will only be prolonged.
His role in the story is that of the strongest Master in the history of the Holy Grail War, serving as the final opponent for the protagonist in the Moon Cell. He represents stagnation and defense, standing in contrast to the protagonist, who represents change and offense. He is described as the eternally victorious King, with all his parameters maxed out. In the anime Fate/Extra Last Encore, he appears on the highest floor of the Moon Cell, where he awaits the protagonist alongside his Servant.
His key relationship is with his Servant, Saber, whose true name is Gawain, the Knight of the Round Table. Leo and Gawain share a strong rapport, with Gawain serving as a loyal and capable partner. His relationship with his half brother Julius is one of family hierarchy, as Julius was unqualified to lead while Leo was chosen. He also interacts with other Masters such as Rin Tohsaka and Rani, though his attitude toward artificial beings can seem cold, he treats them with earnest acceptance. In the CCC storyline, after being defeated, Leo creates a Student Council and supports the protagonist, showing a more optimistic side.
Throughout the story, Leo undergoes a degree of development. After being defeated by the protagonist in Fate/Extra, he learns that he is not perfect and thereby becomes a true king, though he is fated to perish in that very instant. In the far side of the Moon in CCC, he finally experiences some of the joy of being a child, having been unable to do so before. His way of accepting everything as it is, even in his final moments, prevents him from feeling the human desire to fight back in the face of adversity, but this acceptance also defines his philosophical stance.
In terms of notable abilities, Leo possesses several unnatural traits. He has innate talent, including powerful magic circuits, which were further refined through severe education. He underwent a thaumaturgical process to burn knowledge directly into his brain, giving him vast intellectual capacity. He possesses a transcendent charisma that causes others to gravitate toward him. He is considered the strongest Master in the Holy Grail War, with Rin Tohsaka being superior in offensive code casts and Rani in raw computational power, but Leo would still have a higher chance of victory even if both challenged him together. His directive as King is "Thoroughly Realized Ideal," and he has discarded all human emotions while retaining kindness and empathy, having conquered the contradiction between the two.
