Recognizing the need for advanced mobile weapons, Gopp facilitates Dr. Minovsky's defection and authorizes Dr. Tem Ray's development of the RX-78 Gundam prototype at a secret Side 7 facility, ensuring full resource and logistical support.

Commanding the Federation's ground and naval forces during the conflict, Gopp leads operations from his flagship, the massive aircraft carrier *La Grandpa*, particularly during European campaigns. He personally directs critical offensives, including the planned assault on Gibraltar to disrupt Zeon's Earth operations.
