Description
Okta, better known as Hatchan and often called Hachi, is an octopus fish-man who appears in the anime special One Piece Episode of East Blue: Luffy and His Four Friends' Great Adventure during its retelling of the Arlong Park conflict. As a fish-man, he has pink skin, an octopus-like face, grey hair styled into spikes, and eight limbs, consisting of six arms and two legs. His physical traits make him immediately recognizable even among other fish-men.

His background begins on Fishman Island, where he grew up in the fish-man district alongside childhood friends including Kuroobi, Chew, and Macro. As a young fish-man he looked up to Fisher Tiger and became part of the Sun Pirates, the crew Tiger founded to fight for the freedom of fish-men. He later served as an officer in the Arlong Pirates under the captain Arlong, participating in the crew's occupation of Cocoyasi Village in East Blue and its campaign of intimidation against local humans.

Within the special, Okta's role matches the original storyline: he appears as one of Arlong's senior fighters when the Straw Hat Pirates arrive to challenge Arlong's rule. His most significant moment is his duel with the swordsman Roronoa Zoro, who fights despite being badly weakened. The battle is a turning point in the larger confrontation, and Okta is ultimately defeated. When Arlong and the other senior pirates are captured, he is the only member of the crew who manages to escape.

His personality is defined by simple-mindedness and good-natured enthusiasm rather than malice. He is not especially intelligent and is easily tricked, which frequently lands him in comic situations, but he lacks the deep hatred for humans that drives many of his crewmates. His motivations during his time with Arlong are largely a matter of loyalty and a desire to be accepted by his peers, and he tries to compensate for being seen as the least competent officer through eager fighting. Beneath that, his genuine aspiration is to be accepted by humans and one day run a seafood stand.

As an octopus fish-man he is physically strong, fast, and durable, and he can breathe underwater, giving him a natural advantage in marine combat. His most distinctive ability is his Six-Sword Style, a swordsmanship technique that uses his six arms to wield six blades at once. He has performed rapid and combined attacks such as Octopus Punch and Takoyaki Punch, can release a cloud of black ink to blind opponents, and can use the suckers on his hands to grip weapons or hold onto targets, even catching blades in mid-swing. Despite these skills, his clumsiness and poor judgment often reduce his effectiveness against more focused opponents.

In the wider story that the special draws from, Okta's character develops considerably after his defeat. He leaves piracy behind and becomes a takoyaki seller, operating a floating food stall and finally realizing his dream of working with food. In this new life he earns the trust and friendship of the Straw Hats, especially Zoro, after an initial rivalry that turns into mutual respect. He also forms strong bonds with the mermaid Camie and with Silvers Rayleigh, whom he once saved, and these relationships help place him among the former antagonists who find a more peaceful and honorable path after leaving Arlong's crew.
