Kirara Akabane, who operates exclusively under the alias Anarchy, is a magical girl with a fiercely rebellious and ill-tempered disposition. Her long vermillion hair is styled in twin ponytails, and her matching eyes are marked by two distinctive black teardrops beneath the left one. Her outfit is a declaration of her cause: a light pink dress and gloves, a spiked black collar, red frills at the waist, thigh-high red socks, black boots, and a buckled belt. Two white hair clips and the dress itself are emblazoned with anarchy symbols, a motif repeated on the staff she wields.

Prone to irrational and life-threatening actions, Anarchy fights with the Otaku Hero's group against the SSC organization to save otaku culture. Her driving motivation is to defeat the SSC and secure a return to a peaceful, normal life. This fierce exterior, however, masks a significant emotional vulnerability that surfaces under the pressure of leadership, a role she avoids in favor of following others.

Her magic, channeled through her staff, allows for the creation and destruction of objects. In a pivotal moment of stalled conflict, she risked her life to reclaim a symbolic flag, single-handedly reigniting her comrades' resolve. Her dedication was further demonstrated in a solo skydive into an SSC prison camp to liberate detained otaku, an operation that resulted in freeing her fellow magical girl, Blue, from solitary confinement. Later, to recruit the magical girl Pink, Anarchy voluntarily subjected herself to a consciousness-altering drug. Within that shared mental experience, she appealed to their shared history and common cause, which contributed to Pink’s decision to rejoin.

Anarchy is one of three magical girls who form the core support for the Otaku Hero, and her actions are central to the struggle against the oppressive SSC regime.
