Chris Ōtomo Teito serves as the Prime Minister of Japan in Ghost in the Shell: SAC_2045, holding the distinction of being the first American-born individual to assume that office. Born Kristopher Tate in the United States, he initially worked as a diplomat for the State Department at the U.S. embassy in Japan, where he developed a deep appreciation for Japanese culture. After leaving diplomacy at age thirty, he remained in Japan and founded a successful micromachine company. His two patented micromachine designs drew the attention of Sachio Otomo, a powerful Japanese politician who led the Otomo Group. Following the sale of his company to the group, where it was rebranded as Otomo Micron, he married Sachio Otomo’s daughter, Akiko Otomo. This marriage secured his Japanese citizenship and provided the foundation for his entry into politics. Elected to the Diet, he eventually succeeded Yoko Kayabuki as Prime Minister in 2045, though his rapid rise led to whispers that his father-in-law’s influence played a significant role.

In terms of appearance, Prime Minister Teito has neatly combed blonde hair parted down the middle and blue eyes, and he is consistently dressed in formal black suits, ties, and dress shoes. His personality is defined by pragmatism and a sincere, earnest desire to lead Japan on a path toward recovery and prosperity following the economic devastation caused by the Synchronized Global Default. He is a pragmatist who is not afraid to sacrifice his public reputation or even risk his personal safety if doing so provides an advantage against emerging threats. Although his political rivals condemned him as a potential puppet of the American Empire given his background, his actions reflect a personal philosophy centered on acting solely for Japan’s benefit.

His primary motivation is to revive Japan’s fortunes while navigating the complex geopolitical and technological crises of the era, particularly the emergence of post-humans. Less than a month after entering office, he secretly ordered Daisuke Aramaki, the founder of Public Security Section 9, to reestablish the disbanded unit to investigate the post-human threat. Initially, this investigation was conducted in cooperation with the American Empire’s National Security Agency, a move that seemed to confirm the fears of his critics. However, in reality, Teito had thoroughly reviewed the classified records of Section 9’s activities and chose them for their effectiveness.

His key relationships include his wife, Akiko Otomo, and his powerful father-in-law, Chairman Sachio Otomo of the Tokyo Reconstruction Committee. He also shares a crucial working relationship with Daisuke Aramaki, whom he trusts to lead the post-human investigation. Over the course of the story, Teito undergoes significant development. In Season 2, after discovering that the American Empire was involved with an artificial intelligence designated Code 1A84, which infected individuals with cyberbrains to turn them into post-humans, he decisively severed ties with the American Empire. He declared that he no longer represented American interests and would cease working for them, a decision that underscored his ultimate priority of protecting Japan’s security over maintaining a foreign alliance. While he has no notable combat abilities or advanced cybernetic enhancements featured prominently in the narrative, his notable abilities lie in political strategy, pragmatism, and the willingness to make difficult, covert decisions to safeguard his nation.
