Count Saint-Germi is a powerful and influential nobleman within the Orte Empire, holding the rank of count and possessing vast territories that are said to make up a quarter of the empire's land. He is recognized as the oldest living Drifter in the current storyline, having been present in the magical world for an exceptionally long time. His most significant historical contribution is being a founding father of the Orte Empire, as he was the first member of the aristocracy to ally himself with Adolf Hitler during the empire's initial creation.

In terms of his physical appearance, Saint-Germi is a tall, androgynous figure with sharp light blue eyes and an oval-shaped face. His blonde hair is styled in an eccentric fashion, with the back standing upright while the sides flow downwards, and part of it often covers the left side of his face. Following the successful occupation, he takes charge of the administrative and logistical affairs of the new alliance, handling post-war reconstruction, confiscating the assets of the old nobility, and managing the national treasury. He effectively becomes the brains of the allied forces alongside Oda Nobunaga.

Saint-Germi's key relationships are defined by utility and rivalry. He was the first aristocrat to ally with Adolf Hitler, an act that earned him a unique status within the empire, granting him the freedom to behave as he pleases without criticism from his peers. He shares a rivalry with Grigori Rasputin, a powerful member of the Ends, and they view each other as competitors for political power and influence.
