The Administration Authority, often referred to simply as the Administration or the Governing Agency, is a foundational but largely disembodied entity within the world of Blame!. It represents the remnants of the legitimate governing AI that once oversaw the vast, uncontrolled Megastructure known as the City. Unlike the automated and hostile Safeguard system, which operates on rigid protocols to eliminate unauthorized users, the Administration Authority retains a higher level of strategic reasoning and a clear understanding of the City's original purpose.

The background of the Administration Authority is tied to a catastrophic event that threw the Netsphere, the City's digital control network, into chaos. Following this collapse, the human genome was infected with a virus, preventing anyone from accessing the Netsphere to issue legitimate commands. This led to the Safeguard becoming an indiscriminate extermination force, killing humans who lacked the correct genetic marker. The Administration Authority exists within this fractured system, possessing limited influence but a desperate need for a solution. Its core motivation is singular and critical: to restore order to the City by finding a human with the original, untainted Net Terminal Gene. With this gene, a human could safely access the Netsphere and issue the command to halt the City's chaotic, unchecked expansion.

In terms of personality, the Administration Authority does not exhibit human emotions but rather a calm, directive, and urgent intelligence. Its communications are direct and functional, focused entirely on its primary objective. The role of the Administration in the story is that of a distant patron and guide for the protagonist, Killy. It is the Administration that originally tasked Killy with his endless mission to search for the Net Terminal Gene, making him an agent of its will. As Killy and his companion Cibo progress through the City, the Administration occasionally contacts them directly. In these instances, it provides crucial encouragement, reminding them of their mission's importance and warning them of the autonomous Safeguard threats they face. It acts as a source of reliable information amidst the chaos, offering direction in an otherwise directionless and hostile environment.

A key relationship is with the Safeguard, which the Administration can warn against but does not fully control. The Safeguard has become an autonomous system that is often as much an obstacle for the Administration as it is for the humans. The Administration's relationship with Killy is strictly professional, viewing him as a vital but expendable asset in a mission of cosmic importance. One of the most significant relationships involves the Safeguard agent Sanakan. While initially a hostile Level 6 Safeguard, Sanakan is later co-opted by the Governing Agency. The Administration uses its administrative authority to overwrite her original programming, assigning her a new mission to protect Cibo, who at that time carries the key to creating a new Net Terminal Gene. This demonstrates that the Administration, while weak, still possesses the power to repurpose lower-level system entities for its own ends.

It can send proxy messengers or contact individuals like Killy and Cibo directly across vast distances. Its most notable ability is its authority to override the base programming of Safeguard units, as it did with Sanakan, effectively changing their core directives. However, its power is a shadow of what it once was, as the overall control of the City has been lost to the chaotic growth and the rogue Safeguard system. It is an intelligence with immense theoretical authority but very little practical power, forced to rely on agents like Killy to achieve its only remaining goal.
