TV Special
Description
Kansho is an anime-only character who appears as an undercover Marine, having infiltrated the Foxy Pirates as part of a larger operation orchestrated by Vice Admiral Komei. Alongside two other agents, Komei and Dojaku, Kansho posed as a new recruit to gain the trust of the Straw Hat and Foxy Pirates, though his role required him to maintain his cover even after the others revealed their true allegiance.

In terms of appearance, Kansho is an average-sized young man with bushy brown hair, a rounded nose, round eyes, and a square jaw. While disguised as a member of the Foxy Pirates, he wore a striped blue shirt with a green cape, the standard Foxy Pirates goggles over his eyes, and an orange visor on his forehead. After abandoning his undercover identity, he switched to the standard Marine uniform, casting aside the goggles but keeping the visor.

Kansho's personality is defined by his unwavering loyalty to the Marines and his willingness to carry out orders without question. He is also a skilled actor, able to convincingly portray himself as an eager pirate crewmate seeking approval from both the opportunistic Foxy and his personal hero, Usopp. A unique and somewhat unflattering trait is his sensitivity regarding his name, which people sometimes accidentally mistake for Kanchō, a crude Japanese prank involving the poking of someone's rear end. This error annoys him greatly and causes him to become depressed, similar to Foxy's own tendencies toward dramatic despair.

His primary motivation is duty and ambition. As a Marine, his goal is to follow Komei's complex plan to capture the Straw Hat Pirates, even if it means betraying those who temporarily considered him a crewmate. On a personal level, he also harbors a genuine desire to become a skilled sniper, which fuels the admiration for Usopp that he expresses during his undercover period.

The character's role in the story is that of a deep-cover agent and a final betrayer. While Komei and Dojaku reveal their Marine allegiance early to spring a trap on Zoro and Sanji, Kansho stays behind specifically to gain Luffy and Foxy's trust during the voyage to Nebulandia. He presents himself as a loyal subordinate wanting to prove himself and learn from his idol Usopp, accompanying the alliance to the perilous island. His defining moment comes when, after Luffy has survived Komei's attempt to drown him, Kansho shoots the pirate captain in the neck, revealing his true colors and declaring he was merely doing his job as a Marine.

Key relationships define his actions throughout the special. His relationship with Vice Admiral Komei is one of strict subordination; he follows Komei's orders closely, and although Komei respects Kansho's skills as a sniper, he has made it clear he considers the mission's success more important than the lives of his own men. With Foxy, Kansho shares a relationship built entirely on deception. Foxy, who felt a genuine bond with Kansho as a crewmate, is enraged by the betrayal and ultimately defeats the sniper with a barrage of punches. The relationship with Usopp is the most complex, as Kansho's expressed respect for the sniper's abilities may contain a kernel of genuine feeling, even as he fights against the Straw Hats as a Marine.

In terms of development, Kansho is a static character; he does not experience a change of heart or moral awakening. His arc is a straightforward execution of a mission from infiltration to betrayal to defeat. His final moments in the special show him being defeated by a furious Foxy and knocked into a crowd of Marines, with his ultimate fate left unaddressed as the Marine forces retreat.

Regarding notable abilities, Kansho is a competent sniper who wields a sniper rifle. His most distinctive skill as a marksman is his use of pointed bullets instead of standard round ones. This unique ammunition allows him to injure Monkey D. Luffy, whose rubber body is normally immune to conventional gunfire. Despite this specialized capability, his shooting is ultimately outmatched by Usopp's superior sniping skills, and he proves to be no match for Foxy in close combat.
