Redof Hiss rose to prominence as a political figure in the Greater Garmillan Empire. Beginning his career in the Department of Internal Affairs, he proved a competent civil servant before advancing to Vice Leader under Supreme Leader Abelt Desler during the initial Desler regime. Despite this official position, Hydom Gimleh overshadowed his influence on domestic affairs, and his loyalty resided more with the Garmillan populace than with Desler personally.

After the Battle of the Imperial Capital, Hiss became Prime Minister of the provisional government, a temporary role he later left to serve as Secretary of Internal Affairs. He presided as judge over Domel's judicial proceedings, concurring with the jury's death sentence recommendation and sending Domel to the camps. When Domel's charges were eventually dropped, Hiss promised to facilitate an early release for Domel's associate, Elisa, by reducing her charges.

A pivotal moment occurred when Desler ordered part of his floating fortress dropped on the capital city of Baleras. Hiss reacted with horror and disgust. Assuming command as leader of Garmillas, he ordered the immediate evacuation of the entire city. The Yamato's intervention, destroying the falling structure with its Wave Motion Gun to save Baleras, profoundly impacted him. Witnessing this act, he commanded all Garmillan forces to stand down, permitting the Yamato to proceed unimpeded. He later informed Starsha, Queen of Iscandar, of the Yamato saving millions and declared the Garmillas Empire held no further grievance against the Yamato or Earth.

By 2205, Hiss returned as Prime Minister within the Garmillas Democratic Government, overseeing collaboration between the government and the renegade Desler faction for the Garmillas Migration Plan. He died in office during the destruction of the planet Garmillas by Dezariam forces in October 2205.

His name derives from Rudolf Hess, Adolf Hitler's Deputy Führer.
