He voices strong disapproval toward colleagues who abandon their duties, criticizing Rin Kurenai for deserting a reconnaissance mission to pursue personal vengeance. Underlying his disciplined exterior is a deeply personal ambition: he wishes to revive his lost family members, a goal that fuels his actions throughout the story. His unique Order, Chronographic Caliber, allows him to stop the flow of time for up to three specific targets simultaneously. This power enables him to circumvent defensive Orders like Eiji Hoshimiya’s Bind Dominator and has been used to halt the progression of medical conditions, specifically Sena Hoshimiya’s illness. In the narrative, Fran first appears monitoring Rin from a helicopter over Kumamoto City, then directly intervenes by capturing Sena to compel Eiji and Rin’s attendance at the Dazaifu Central Bureau. After rendering Eiji unconscious, he transports both captives to the facility, where he later guards Sena in a secured chamber. When Eiji and Rin infiltrate, Fran confronts them; during the skirmish, he intercepts three grenades thrown by Rin and hurls them into the air, initiating a tense standoff that ends only with the arrival of the Group of Ten, who reveal that Fran has been using his time stop to stabilize Sena’s condition.
